Does My Sister Still Apply For The First-time Home Buyer Tax Credit?
On 2007, both my parents past away, and the property that my father owned was transfered to my siblings and I. We now live in this property, and my sister, who’s salary is mininum wage, is thinking about buying a house. Does my sister still apply for this credit? Does a property that is transferred to us under our sister’s name from our parent’s will unable my sister from applying for this credit?

Not if her name is on the deed.
She is no longer eligible, since she has now owned a house which she used as her primary residence within the past three years. She need not have bought a house to be disqualified. Merely being on title and deed in the past three years disqualifies her. Sorry.
